The Enhancing Education Through Technology (EETT) Formula grant provides funding for technology and training in schools. - EETT Competitive Grant Information

The specific technology plan requirements for formula and competitive grant applications for Title II, Part D in No Child Left Behind (Sec. 2414). - Erate Technology Plan Requirements
As stated in Title 47, Code of Federal Regulations section 54.508, a technology plan is required before an E-rate applicant starts receiving discounted services. The three-year E-rate technology plan has five approval criteria.
- Preparing to Write
The first step toward updating your technology plan is to review your existing plan if there is one to see where updates or changes may be required. Consult your CTAP regional coordinator who will help guide your planning and writing process on the issues of who should be included in the technology planning discussions to providing you with sample charts and text for the plan. Use template: Region 3 - Technology Plan Template 2011 - Writing the Plan Once your team has met, reviewed the template and the writing team has been identified, it's time to begin writing or revising your existing plan. Begin by looking at Appendix C for the EETT Formula Grant. Appendix C provides the criteria for passing the state-level review and obtaining a State approved technology plan.

Consider using the CTAP Technology Plan Buider (TPB) created by CTAP Region 11. The TPB is entirely online and provides a collaborative environment for crating technology plans that align with the California Department of Education guidelines.
After you have a first draft of your revised plan is complete, contact CTAP for some feedback.

Below you will find links to PDF versions of recently approved Region 3 District technology plans. These are shared with you, not so that you can copy and paste from other plans, but so that you can see models and examples of what other districts are doing in their technology plans and have examples to follow as you revise your own plan. Sharing these plans may also lead to collaboration between districts that are attempting similar efforts.

E-Rate
California State Approved technology plans can be used for E-rate approval as well. Be certain to complete the E-Rate addendum and keep the document on file at your district ofice. The addendum does not get submitted with the tech plan, but it must be kept on file at the district office should there be an E-Rate audit. remember to submit your plan to regional CTAP coordinator, prior to Cycle A or B for E-Rate plans. Submitting the Plan
After you've received some feedback from CTAP and made any suggested changes to your plan, review the Technology Planning Checklist before submitting your plan to be certain that everything is in order. When you are certain that you are ready to submit your plan, submit it to CTAP 3 as a single RTF or MS-WORD (2003) document and include the following items for the submission:

AB307: Chavez Bill
The passage of the Chavez Bill (Assembly Bill 307) in 2008, will impact the revision of your technology plan. This bill charges districts with educating pupils and teachers on the appropriate and ethical use of information technologies in the classroom, Internet Safety, avoiding plagiarism, the concept, purpose, and significance of a copyright so that pupils can distinguish between lawful and unlawful online downloading, and the implications of illegal peer-to-peer network file sharing. This bill shows us as additional items in the planning criteria found in the grant application (Appendix C). View the legislation.

Universal Service Administrative Company (USAC) Web site
The Schools and Libraries Program of the Universal Service Fund makes discounts available to eligible schools and libraries for telecommunication services,Internet access, and internal connections. The program is intended to ensure that schools and libraries have access to affordable telecommunications and information services.
